Each department’s manager needs to be able to obtain immediately all the data that he or she needs but he or she cannot guard them jealously preventing his or her colleagues to tap into it whenever the information may be of common interest. 

Just think of, for example, a Marketing Manager who must know the plans and objectives elaborated by the Controller. The same goes for the employees that do not have leading roles but can get the information quickly, even if they have a lower level of access compared to management.
